First we fillet the fish to a thinner sllices and place them on the foil.  Add all seasonings to fish.  Now slice the vegetables, green bell, white onion and tomato in thin slices and place on top of the fish.  Dice the cilantro and place on top also.  Place butter and tightly wrap foil so heat cooks fish and veggies well.  Throw it in your heated oven and cook for 12 minutes.  In less than 20 minutes you can be enjoying your tour guide fish island style in the comfort of your home.  Enjoy!!!
